This is the second beta release of babel 3.9. The main aims of
this version are to fix bugs (there were lots) and to add basic
support for xetex and luatex.
Here is a list of most of the new and extended macros:
-- usershorthands* is like useshorthands but it makes sure
shorthands are always activated.
-- defineshorthands can be used to (re)define system and
language shorthands, and a new level for language-dependent
user shorthands is added, which takes precedence over normal
user shorthands.
-- shorthandoff* restores the original catcode or definition
(useful with ~ and ^).
-- AfterBabelLanguage sets code to be executed at the end
of the corresponding ldf file.
-- abelhyphen inserts a hyphen (soft, hard, nobreak...).
-- abelhyphenation is like hyphenation but for all
languages or specific ones (lccode changes are taken
into account).
-- AddBabelHook sets code to be executed at some events
(EnableBabelHook and DisableBabelHook control them).
-- StartBabelCommands, SetString, and a few more, may be
used to define encoding dependent captions (eg, utf8 for
xetex and luatex)
New package options:
-- shorthands sets which language/system shorthands are
allowed.
-- safe sets if bib and/or ref macros are redefined.
-- config sets a different config file.
-- main sets the main language.
-- headfoot sets the language in heads and foots.
-- noconfigs: .cfg files are not loaded.

preloaded
-- math sets the behaviour of shorthands in math mode
in the format.

The host tug.ctan.org now resolves to the new official North American
redistribution site at the University of Utah, thanks to
long-time TeX stalwart Nelson Beebe, Pieter Bowman, and their
institution's support.
So, folks in North America (and maybe elsewhere) should consider
tug.ctan.org when using an explicit CTAN host. By rsync:
rsync://tug.ctan.org/CTAN/
rsync is by far the most efficient way to do transfers, but of course
the site is also available by ftp and http:
ftp://tug.ctan.org/tex-archive/http://tug.ctan.org/tex-archive/
The Utah site is itself updated hourly, so there is no worry about stale
material.
As a reminder, there is the generic redirector
http://mirror.ctan.org/
which should go to an up-to-date and nearby host. We recommend using

There has been a potentially breaking change: the {tasks} environment previously
provided by ExSheets has been extracted into a package of its own (`tasks') now
shipped with and being part of the exsheets bundle. This does not change any
syntax per se. However, the options for the environment are no longer set with
SetupExSheets but with settasks. Also the object that is used for the list
template and its instances has been renamed from `exsheets-tasks' into `tasks'.
Another breaking change while we're at it) is a syntax difference with the
{tasks} environment: the optional argument for the number of columns is no
longer set in braces but parentheses. This is deliberate as it reflects the
optional nature of the argument better and is consistent with the syntax of
NewTasks, too.
Additionally the labels of the list got an additional offset of 1ex from the
items which will lead to different visual output. In some cases this might
actually lead to the most annoying changes. In this case say
settasks{label-offset=0pt} which should cure things again.
Unrelated with the above there have been improvements to the random selection of
questions which seems to work properly now.

http://www.philosophersimprint.org, ``Philosophers' Imprint is a
refereed series of original papers in philosophy, edited by philosophy
faculty at the University of Michigan, with the advice of an
international Board of Editors, and published on the World Wide Web by
the University of Michigan Digital Library. The mission of the Imprint
is to promote a future in which funds currently spent on journal
subscriptions are redirected to the dissemination of scholarship for
free, via the Internet.'' The journal used to accept manuscripts in
Rich Text Format only. However, for many authors, especially from the
field of logic, TeX seems to be a better choice. I was commissioned
to write a LaTeX class for this journal.
The aim of the class is to help authors to typeset their own
articles in the ``Web-ready'' format. We do not assume the authors
have any commercial fonts installed on their machines. The class
uses only freely available and freely distributed fonts.
