What's new ----------
- Existing ldf files take priority over declared options with DeclareOption (except hebrew).
- With a few exceptions, ini files have reached version 1.0.
- New key `import' for abelprovide, which also defines dates.
This means babel currently provides (total or partial) support for about 200 languages. Many of them are usable with XeTeX and LuaTeX.
Current development is focused on Unicode engines, mainly font handling and bidi writing.
