Updates for the mh bundle

Changes in mathtools:

• provided a fix for a bug when mathtools, french babel and labels like eq:1 was used. This no longer give an error.

Please note that the open bug regarding centercolon vs. french babel still have no fix.Ideas to do a general solution are welcome.

• provided a vdotswithin macro, which will typeset a vdots centered within the width of another symbol. Also a shortvdotswithin is provided to be used within alignments, it can do a vdots line like vdotswithin but use less space above an below

• provide fenced versions of the smallmatrix environment (both starred and non-starred along the same lines as we do for the normal matrix envs).

thanks for the upload; i've installed the new versions and tweaked catalogue entries as necessary.
