This package provides many macros used by me, also copied
from other packages such as relsize. some are low-level,
such as @ifnextcat, @ifnextif, probably the main is
DeclareCommand to define command with weird optional
arguments. This update provides major development of
DeclareCommand, such as Knuthian arguments (as in TeX
Book chap.20) and afterassignment pseudo-argument.
