No idea :-) Maybe tex-archive/macros/latex/contrib/bsheaders/ ... The problem is that somebody needing what this style file provides has no practical chance to find bsheaders.sty grepping the CTAN repository.

This style file implements chapter headers in sans-serif and bounded by lines extwidth wide, both above and below the header itself. I have created and used that style to typeset a 300-pages book about statistics in physics; and it turns out that, from time to time, somebody needs headers looking like that and asks for them on comp.text.tex .
i've installed the package in macros/latex/contrib/bsheaders, as maurizio (half) suggests. as for people finding the package ... there's always the catalogue: i've catalogued it and it will make its way to the by-topic index soon.
