A small update to the LaTeX tugboat package, now v2.30 2023-07-03.

ltugboat.cls: - print page numbers with preceding ? in draft mode, including in references, by redefining hepage. - new abbrev XMP.

tugboat.bst: - for webpage entry type, do not output random material in brackets. - new field monthtie to editorially force a tie after the month.

ltubguid documentation: - mention preferred placement of captions, namely below figures but above tables and listings.

The next issue will be the TUG'23 proceedings (https://tug.org/tug2023). The deadline for that is July 23.

We also welcome submissions for the next regular issue, deadline October 15.
