Here is the blurb for both packages:
Xfig is a menu-driven tool that allows the user to draw and manipulate objects interactively in an X window. The resulting pictures can be saved, printed on postscript printers or converted to a variety of other formats (e.g. to allow inclusion in LaTeX documents).
TransFig is a set of tools for creating TeX documents with graphics which are portable, in the sense that they can be printed in a wide variety of environments.
The fig2dev program is a general program for translating from Fig code to other graphics desciption languages.
The xfig drawing program directly calls fig2dev to translate Fig files to the various output languages.
i've installed the new material in graphics/xfig and graphics/transfig, as appropriate, and have pushed the new versions out to the other ctans.
