I think there are previously-unreleased changes improving handling of #, and better separation of verbatim, breaking, and formatting (which were supposed to be version 2.)

Users: Please report any new problems asap.

i've installed the new version as macros/latex/contrib/misc/url.sty replacing the old one. thanks for the upload.
