dvisvgm is a command-line utility that converts DVI and EPS files to SVG. The recent version 1.15.1 is a small maintenance release with the following changes:
* Added explicit encoding attribute to the XML declaration again.
* Added support for AGL character names of the form uFOO and uniFOO.
* Fixed parsing of transformation parameters given on the command-line.
* Minor code and test improvements.
