`tikzsymbols` goes LaTeX3.

Important changes:

-- New command ikzsymbolsset for setting options.

-- ikzsymbolsaftersymbolinput is obsolete and replaced by the option 'after-symbol'.

-- 'draft=absolute' is also obsolete and replaced by 'draft=true'.

-- New Emoticon (d)Changey{}

Otherwise this version should behave the same way as the old LaTeX2e version.
