Please, remove everything (!) from the CTAN directory
fonts/psfonts/psnfss-source ;
then unpack the archive file there. Please, create an additional subdirectory fonts/psfonts/psnfss-source/mathpazo, which should constitute a link to fonts/mathpazo/pazofnst.
