These are obsolete fontinst sources for the virtual Times math fonts, which are used by the LaTeX packages mathptm and mathptmx. The directories were created before I took over PSNFSS.
The current versions of these sources can be found in the directory fonts/psfonts/psnfss-source, together with other sources of the VFs for the PSNFSS collection.
Thanks for letting us know, I deleted the two directories; this change will propagate to the other CTAN hosts in due course.
