Details of changes are there. More details are in the documentation.
Adds custom T1/TS1 and alters custom LY1 encodings.
I now recommend Welsh be typeset with all default settings except for preferred figures.
Polish should be typeset by passing enc=t1 to the package and using the default setting for lig or setting lig=false. Would like to know if this works for Polish as I have no idea what counts as OK or what it should look like so I'm working blind.
