I just upload frenchCTAN.tar.gz to ftp.tex.ac.uk. This is the free material to replace language/french (but not the nonfree language/french/frenchpro). The contents are the contrib and the frenchle directories which are LPPL. I upgraded the LaTeX package frenchle to V5,996. I recall that frenchle is a package which can bee loaded alone or as an alternate French option of Babel for typesetting French documents.
i have installed the new version, and updated the catalogue repository.
