This is fixed here, as well as the related (but less crippling) issue of the etoc tocvsec2 compatibility layer: nothing special needs to be done under memoir's version of tocvsec2, contrarily to the situation with the original package. Caveat: there still has not been intensive testing of etoc under memoir class, so possibly some other issues may arise at some point.
