It reads the .dep file that snapshot produces, finds each of the files mentioned therein, and archives them into a single .tar.gz (or .zip, or whatever) file, suitable for moving across systems, transmitting to a colleague, etc. Version 3.4 lets users omit the .dep extension when naming the dependency file and omit the .cfg extension when naming a configuration file. It additionally uses Kpathsea to search for the configuration file to save the user from having to specify the full file path.
