dktools no longer on CTAN

Dirk Krause asked us to remove his dktools bundle from CTAN. The project is now available only at its SourceForge project page https://sourceforge.net/project/dktools . The project does not contain any LaTeX packages, but source code to build executable programs. During the last years, many programs unrelated to LaTeX were added to the project. Therefore, CTAN is no longer a suitable place to host the entire project.
