The xbase bundle provides the packages xparse and template, and the support package ldcsetup.
The packages require expl3 to be installed.
The xparse provides a high-level interface for declaring document commands,

The template package provides an interface for defining generic functions using a key=val syntax.
The ldcsetup package used to establish prototype LaTeX3 coding conventions,
needed by xparse and xbase, but is now slowly being stripped in favor of
functionality added to expl3.
The LaTeX Team has decided to move xbase from
macros/latex/exptl/project
to
macros/latex/contrib/project
to indicate that the code is now less volatile and can be used in everyday use.
Changes will happen with time but we feel that in its present state it is quite usable.

Native UTF-8 engines such as XeTeX and LuaTeX have urged the need to
provide hyphenation patterns in UTF-8 format.
These patterns should replace the old ones eventually.
This is the first upload to CTAN that will enable testing for
TeX Live 2008 and is not yet set in stone. In particular we still want
to change all the copyright notes in patterns, and add some
documentation.
SVN repository is available on http://www.tug.org/svn/texhyphen.
Bug reports and feature requests welcome.

I have released v3.18 of the (English) FAQ, and installed it on CTAN as
well as its own little web site http://www.tex.ac.uk/faq
As always, there have been a number of minor changes since the last
release; the significant ones are listed in the file CHANGES-3.18 in the
distribution, which I append below.

Web interface:
A mechanism is now in place, whereby old question labels may be used to get
to the nearest current equivalent of the question. It does not cover *all*
old questions: please mail faq-devel(a)tex.ac.uk if you have a problem with an
old question label that you have stored.
Bugfixes:
Bits of silliness in the web interface continue to surface. They get mended
as soon as I work out how; the most recent was a tendency not to translate
extbackslash -- I know how to correct it, but not why it happened...
