This has just been an exercise on a lazy afternoon. Well, more or less at least.
Since there already is Andy Thomas' `sidenotes' package
(mirror.ctan.org/macros/latex/contrib/sidenotes) there is probably no real need
for `snotez'. Moreover, the tufte classes
(mirror.ctan.org/macros/latex/contrib/tufte-latex) as well as the memoir class
(mirror.ctan.org/macros/latex/contrib/memoir) also provide corresponding
mechansims. Besides the fun I had my motivation was also based on the fact that
I didn't like some smaller things (_not_ bugs) done by the `sidenotes' package
such as inserting kerns and superscripted commas for multiple marks. I prefer to
let my `fnpct' package handle these things. Anyways, here it is and it seems to
be working as intended so I don't see a reason why it shouldn't be available to
others for use.

Since version 1.2 the binaries for several platforms are optional. The perl
implementation of splitindex is still the primary one. It is recommended to use
this, if perl is available. But there's a new TeXLua implementation of
splitindex, splitindex.tlu and splitindex_main.tlu, that may be used, if perl is
not available. Note, that splitindex.tlu is only a wrapper to
splitindex_main.tlu, that makes it easier to install new version of splitindex
in TEXMFLOCAL or TEXMFHOME.
Michael Palmer has improved the English user manual of splitidx and splitindex.

The dashrule package makes it easy to draw a huge variety of
dashed rules (i.e., lines) in LaTeX. dashrule provides a
command, hdashrule, which is a cross between LaTeX's
ule
and PostScript's setdash command. hdashrule draws
horizontally dashed rules using the same syntax as
ule,
but with an additional, setdash-like parameter that
specifies the pattern of dash segments and the space between
those segments. Because dashrule's rules are constructed
internally using
ule (as opposed to, e.g., PostScript
specials) they are fully compatible with every LaTeX
back-end processor.
Version 1.3 fixes a small bug that introduced spurious
spaces into the output.
