- fixed many ODT validity issues
These fixes obsoletes the old way of conversion from TeX to ODT using
`mk4ht oolatex` - the old method may in many cases produce an invalid
ODT file. The preferred way is `make4ht -f odt` from now.

- this extension uses Dvisvgm to generate pictures in the SVG format
- it generates only pictures that have been changed between
