The xbase bundle provides the packages xparse and template, and the support package ldcsetup.
The packages require expl3 to be installed.
The xparse provides a high-level interface for declaring document commands,
e.g., a uniform way to define commands taking optional arguments, optional stars
(and others), mandatory arguments and more.
The template package provides an interface for defining generic functions using a key=val syntax.
The ldcsetup package used to establish prototype LaTeX3 coding conventions,
needed by xparse and xbase, but is now slowly being stripped in favor of
functionality added to expl3.
The LaTeX Team has decided to move xbase from
macros/latex/exptl/project
to
macros/latex/contrib/project
to indicate that the code is now less volatile and can be used in everyday use.
Changes will happen with time but we feel that in its present state it is quite usable.
All files are also available in the Subversion (SVN) repository of the LaTeX3 Project, which is located at
http://www.latex-project.org/svnroot/experimental/trunk
The bundle on CTAN is a snapshot of the SVN repository as of 2008/06/20.

The expl3 bundle is the foundation on which the LaTeX3 kernel and other advanced
extensions are built. They provide an API for TeX programmers. Each module is
set up in such a way that it can be used with regular LaTeX2e packages even
though the coding style is somewhat different.

Web interface:
A mechanism is now in place, whereby old question labels may be used to get
to the nearest current equivalent of the question. It does not cover *all*

Bugfixes:
Bits of silliness in the web interface continue to surface. They get mended
as soon as I work out how; the most recent was a tendency not to translate
extbackslash -- I know how to correct it, but not why it happened...
