Greek 8-bit LGR fonts do not contain an ampersand symbol. The ampersand must work in text and math mode so we cannot simply re-define ``&`` as a text command. Babel-Greek now provides the text command `` extampersand`` and re-defines ``&`` to use it in text mode.
