There are many packages for LaTeX related to underlining,
but most of them have restrictions which make them difficult
to use or incompatible with advanced typesetting features.
Lua-ul tries to provide underlining for LuaLaTeX which doesn't
interfere with any other features, e.g. making sure that even
at the start and end of underlined text kerning is respected,
that text using complicated OpenType features can still be underlined
correctly and that underlining does not interfere with line-breaking.
This package is based on code written for a
[TeX StackExchange question about underlining while preserving
kerning](https://tex.stackexchange.com/a/446488/80496).

A small update to the LaTeX tugboat package, providing new commands
bsurl and bhurl to provide the http(s):// protocol defaults:
bsurl{tug.org} prints tug.org (in typewriter, as a url),
but links to https://tug.org.
bhurl{tug.org} is analogous, linking to http://tug.org.
For TUGboat, following AMS and other journals, we prefer the bare (no
protocol, when http[s]) urls to be what appears in the output, for
brevity.
By the way, the submission deadline for the next issue is March 31
(2020), and we appreciate and look forward to all articles.
