4. redefine sorting template for the Pinyin compatibility in key field,
because the key field has no more functions in Chinese environment.
5. adjust the logic of language judgement,to avoid the error that the
Japanese reference with mixed characters of Japanese and Chinese to be
judged as Chinese.

Fix ampersand in math.
Greek 8-bit LGR fonts do not contain an ampersand symbol.
The ampersand must work in text and math mode so we cannot simply
re-define ``&`` as a text command.
Babel-Greek now provides the text command `` extampersand`` and
re-defines ``&`` to use it in text mode.
