* new commands etocdepthtag.toc {tag_name} and
etocsettagdepth {tag_name}{numeric_level_or_division_name}
These new commands allow to obtain easily the following kind of
effect: one wants each Part of a document to contain a table of
contents displaying the other Part headings, with no finer
division, whereas the Part itself will appear with all its own
sub-divisions.
This could already be done with the etocsettocdepth.toc command
of recent releaser 1.07g, but was a bit of an overuse.
