This update adds AtBeginOfPackageFile, AtEndOfPackageFile,
AtBeginOfClassFile and AtEndOfClassFile hook macros to
execute code before or after packages or classes. Special
care is taken to execute the AtEnd code after any code
inserted by the package or class itself using the standard
LaTeX macros AtBeginOfPackage/AtBeginOfClass.
This version now triggers an error when a incompatible
definition of InputIfFileExists is detected. An option
'force' is provided to overwrite this.
