The package also provides the caption outside float facility, in the same way that simpler packages like capt-of do.

i have just installed a new version of the uk tex faq.
this version is not a finished product (a bug was discovered in the
html files that tex distributions use, so *something* had to be done in
short order -- so i have released a development snapshot). i believe
that it's self consistent, however.
