uploads at cambridge switched off for a month

i have suppressed uploads (both via ftp and via http) at cambridge, until i come out of hospital some time around the middle of september 2003. i apologise for the inconvenience, but i am comforted by the fact that so few users upload at cambridge that the inconvenience is at least strictly limited. new version of fncylab.sty

fncylab is a jiffy package that helps to change the way in which labels are defined. (the package itself contains the source of a small test/example document.) this new version adds a command Ref, suggested by Frank Mittelbach for the package.
