new ctan item: bibcheck.sty

in the course of a thread on a mailing list, cv raman mentioned a package of his, that checks that every entry in a thebibliography environment has been cited. i have (with his permission) installed the package on ctan, as macros/latex/contrib/misc/bibcheck.sty the licence of the package is gpl.

ecltree updated

the ecltree macros, which have been dormant for *ages*, have now been updated, by frank mittelbach with the authors permission, for better performance with current latex. (in parallel, i've done minor modernisation of the documentation.) i've installed the new version in macros/latex/contrib/eclbip (the old macros/latex209/contrin/eclbip directory has moved to the the obsolete/ tree). the licence is now lppl. Thanks for the upload, I installed the new material in macros/latex/contrib/xdoc and changed the directory macros/latex/exptl/xdoc to a link to the new one.
