New release (3.4b) of the changebar package

Hi all, I have just prepared a new release of the changebar package to mirrored onto CTAN. The changes are; - support for VTeX has been added, thanks to a contribution by Michael Vulis - support for colored changebars has (finally) been added - a problem with changebar and shadethm used in the same document has been fixed. - a number of minor typo's have been fixed.
