-- The LaTeX team changed the order of the file/package hook names into a more precise scheme. AtBegin/EndFile, AtBegin/EndPackage, AtBegin/EndClass changed accordingly
A note to class maintainers that use memoir as a base, and package
maintainers that apply changes when memoir is loaded:
In future updates memoir will start to use a more patch/hook based
approach to working with kernel macros instead of overwriting. This will
give the kernel developers more room for the big changes that are coming
to the kernel. We are not going to change any official memoir API macros,
but internals may change.
Given that the LaTeX kernel now have most parts of xparse build it, we
might even start using some of those tools (who knows).
